Is there a freeware program that can do this?

If you are not sure what all files are needed by the App to backup
install McAfee's Uninstaller and go to the "Transport" function and
highlight the main .exe file of the app - Uninstaller will then go
through and gather all the needed files and even ask you to keep the
associated data files created by them. After selection it will
conviently compress them into a transport file which you can simply burn
to CD after you have everything that you want.

McAfee may work, and it may not. It depends on how the original
program (the one you want to back up) was written. The whole concept
just isn't that solid.
