Is there a Group Policy to enable the Content Advisor

I have been able to import allowed websites into a group
policy and distribute this setting globally. However I
have searched through all the GPO's and searched the net
and can't seem to locate a way to enable the content
advisor globally through GPO.
 
If you cannot modify the content advisor using a GPO, then
you will have to modify the registry. This site will map
out the path and keys to enable/disable the content
advisory.

You could use a script/batch file to do this for you and
apply it to your default domain policy.

how do u create that ...?? i mean a list of allowed sites and how do u
import it

For the GPO you would apply those steps in:
USER CONFIGURATION\Windows Settings\Internet Explore
Maintenance\Security Zones and Content Rating
