Is their a way to copy the journel in Outlook 2003

The easiest way is simply to make a copy of your PST while Outlook is
closed, if that's the delivery location you're using. If you're using
Exchange, you can create a PST and copy the Journal folder to it. Then you
can copy that PST when Outlook's closed.
