For the past two days the update sticks at 19% then fails. Is this refresh
no longer available?

I don't know what that error code means, but do you turn off your antivirus
program?

Thanks David. I followed the directions from Windows Help, and deleted the
files and folders under SoftwareDistribution/DataStore and
SoftwareDistribution/Download. But then it stopped at 6% and then said I
didn't need the update. Strange, huh?

You do realize that Vista SP1 is still evaluation software still under
testing, right?

I also cannot get the SP1 refresh even though I have downloaded the
necessary 3 downloads before hand, and right clicked the cmd file.

And very good. At least that is one user's experience.

I decided to download the RC version from December and install it. It
worked. However, the version info that is supposed to show in the lower
right corner of the screen is missing? I wonder what would happen if I
tried to download the refresh on top of this?

Then in Control Panel, Programs and....(my version is French),
Goto to Installed updates.
The Service Pack, if it is installed, will appear at the top of the list.
It has to be uninstalled before the newer version can be installed.

Works great.

Well, SP1 did install. My properties sheet showed SP1 version .668 or some
such. Then I ran the cmd for the updated version and it presented me with a
new download, and I ran that. After that, my desktop started showing the
version on the the desktop. Then I was presented with one more download and
I did this and all seems to be well.

These are the updates, not necessarily in order:

KB937287
KB938371
KB936330 (service pack)
KB937954

I forgot to mention that I am running Vista Ultimate x64.
