is the ICMP Ping port supposed to be open?

If you have file and printer sharing enabled on XP, it will be, otherwise, I
think not.

Does the router have a hardware firewall ?
One can disable ICMP from there.

Good point--the router may well have a separate setting for whether it
responds to ICMP ping. These things tend to be labelled strangely--A
Linksys device, relatively new, seems to call this "block anonymous internet
request" on the Filters page, Enabled by default (which should be "closed.")
