is svc pk 4 cummulative?

I am using Upadater to try to bring my machine up to date.
I was led through installing sp1, sp2 and then sp4. After
that, when I went back to updater, there were a whole lot
of security fixes re sp1 that remained to be installed -
do I need to do those? if not, how do I get Updater
to 'know' that I don't need them?
