Is run at user logon equivalent to autoexec.bat?

Is using the Scheduler to run at user logon equivalent to
autoexec.bat?

It seems like it is close.

The one thing so far I wanted autoexec.bat for was to use Letter
Assigner, to fix or change the letters assigned to hard drives, CD
drives, external drives, floppy drives?

Do you think there is any chance Letter assigner would work there, or
is user logon too far into windows startup?

Under WinXP, the default way to do this is via
/Admin Tools / Computer Management / Storage / Disk Management
/ Actions / All Tasks / Change Drive Letter
