Is OUTLOOK 2003 step backward from 2002?

Our network utilizes Exchange 2003 and my users have a mixture of Outlook
2002 and 2003. We use Exchange for internal and a POP account for outside
mail. I have noticed that with the 2002 users, if they send an e-mail and
have one addressee from the global address list and another one from contacts
being sent through a POP3 account, Outlook 2002 routes them fine (POP account
is set as default). Unfortunately my 2003 users do not have this
functionality.

Is this something that Microsoft knowingly left out of 2003 or was it an
accidental omission?

I think Outlook 2003 with SP1 is pretty good.
The problem is the Outlook code base is consistently
having bugs added and removed with a bias towards
connecting to an Exchange Server. If you report this
to Microsoft they will probably provide an option
in a future release.
