Is my computer failing?

My computer starts up with"system32 cannot find path"
what is this system?
what does it do? How can I fix it?
 
safe mode?
you changed your TEMP paths, change them back or
restore to prior state.

System 32 is a Windows folder that is needed to run Windows. You might
have to repair or reinstall Windows.
