My 9700 pro(a 'built by ATI' model) is clocked at 276mhz Core, and 270mhz
memory according to rage3dtweak. Is this correct, or should my clocks be set
higher than that?

ok mine is underclocked evidently. i just installed omega drivers, and it
looks like it came with overclock software. shouldn't i clock this thing to
325 core and 310 memory, since that is what it was intended for?

Correct you should. However the card should be booting into Windows at
it's default clock speed.

In the Overclocking utility with the Omega drivers, click on "Use
default boot speed". Reboot, return to the util then see what it says.
If it still is 270/270apx, then you know it's definantly not a Pro.

Cheers

276/276 is the speeds for a 9500pro, my 9500 pro built by ATI, now shows up
as a 9700pro after flashing the BIOS with the Warp11 BIOS. Now I have it
clock to 300/300. If you did not buy this card in a store, then you may have
been sold a 9500pro with the BIOS flashed...
