Is it virus or ......? Pleae help

I just got a strange thing today. I downloaded a file. Then i scanned
it with Norton Antivirus 2005. It showed no viruses.
I tried to run setup after it and it did not work. i tried many times,
nothing happened but it didnot work.

I let the matter go. But after 2-3 hours weird thing started happening.
It started opening IE and go to various sites (like www.nine.com,
www.partypoker.com etc)

Then i tried to run TaskMgr and see what services are running to see
what is going on, but it wouldn't let me run it. I tried to run even by
command but it wouldn't let me.

Then i tried to restart the computer thinking it might be just some
thing but it dint work.

Then i tried MSCONFIG, in case files is in startup area, it wont let me
open it. it goes, instead, to C:\Documents and Settings\jaswinder

I tried to go to Control Panel->Services, it wouldn't let me open it.

I scanned it with AdAware, Spybot search & desroy, eTrust Pest Patrol
and Full Virus scan with Norton, but it showed nothing. Still the error
is there.

It wont even let me open Registry Editor.

Can anyone see what is this?


EDIT: hijackthis and http://windowsxp.mvps.org/Taskmanager_error.htm
helped me a little and now i can open taskmgr and regedit. BUT i still
have problems with msconfig.

Oh an di also found a new item in services. this is the page where i
was able to get more information about it.

Also, i have Norton Antivirus 2005, Ad-Awaer, ePatrol Pest-Patrol,
Spybot search & destroy

and i also scanned online with Mcafee.

But no luck
