Is it possible to use Microsoft Access 2003 with Windows 98?

We currently use Windows 98 but now need to add Microsoft Access. Do we
first need to upgrade Windows, then add Access 2003?

Microsoft Office Access 2003 is the current version of Access, but earlier
versions of Access (and Office) will work on Windows 98.

Get legacy licenses for Access2002, which happily runns on Win98.
