Is it possible to transfer a local XP policy to a domain GPO

I have been chasing around trying to work out if I can somehow export
policy settings from a local XP prof PC and import them into a 2000 (
or 2003 ) domain policy.

As far as I can see I can use SCAT to create an INF template or
security database, but GPMC requires XML ADM and POL files to import
policy.

Is there any way of doing this ?
