Is It Possible To Decypt Program Files Folder???

Can anyone tell me is it possible to decrypt Program
Files folder and also the Documents and Settings folder?
I 'am having trouble decrypting these folders. It is
affecting new software installs. Software installs donot
complete.

Hi Jupiter, What happens is once I'am logged on with the
account that I set the encrpytion on I go to my computer,
click on the C drive and select the folder (which is
highlighted in green to denote it as being encrypted) then
I right click on the folder, select properties on the drop
down box and wait for the selection box to open so that I
can uncheck the encryption for that folder. That selection
box never come up for me to do that. Do I need to boot up
in the safemode to disable the encryption? None of mt
programs are working properly IE antivirus updates, or the
ability to install new software onto the machine. Is there
anything unique about the Porgram Files or Documents and
Settings folders that is different from the rest of the
folders?
