is it possible to cut& paste one picture into another

I have a jpeg picture of a large window in a log home...I want to insert a
facial picture into the centre pane of the window...its not
working....anythoughts/suggestions?I have been attempting this in a ms word
document, as there will be captions
 
Use a graphics editing program to do that. The insert the resulting photo
back into your Word doc.
