Is it possible to create an MDE with a split database with security?

I have a split database with a workgroup file for user-level security.
Is it possible to convert this to an MDE run-time application?

You use Access to make an MDE. No other disks should be required.

Have I got hold of the wrong end of the stick. It is the Access run-
time package I am after. I want to be able to supply this system to a
client who does not have Access installed.
