Is it possible to boot from an External HDD connected via USB

Depends on what the motherboard bios can do, some can, quite a few cant.

We will need to know the make and model of the motherboard, and
possibly the bios revision to answer that question precisely. I've
seen a number of motherboards where boot from usb option was added as
after a bios upgrade.

To answer another question. "Is it possible to boot WINDOWS from an
external usb hard drive?", the answer is NO.
 
Oh Well - my O.S is Windows XP ... so another idea goes straight into the
bin
 
It totally depends on the make, model, and BIOS version of the motherboard
in the computer.
