In formatting for word, is a hard return same as manual page break?

No.

A "hard return" (actually that term is more common for WordPerfect; in
Word it's called a "paragraph mark") is what you get when you press
the Enter key. If you display nonprinting characters, it appears as a
¶ symbol.

A manual page break can be inserted by pressing Ctrl+Enter. With
nonprinting characters displayed, it appears as a dotted line across
the page with "Page Break" in the middle of it.

There is also a manual line break (Shift+Enter) that appears as a
left-pointing arrow with a hooked end.

See http://www.word.mvps.org/FAQs/Formatting/NonPrintChars.htm for
more.

No. "Hard return" usually means a paragraph break (Enter); a manual page
break is inserted with Ctrl+Enter.
