IRQ Changes upon reboot\then conflicts

I have purchased a D-Link DFE-538TX network card. When I
install it, it automatically gets assigned IRQ 5, which
conflicts with my soundblaster card. If I disable the
card, reboot, then reenable the card, it gets assigned IRQ
9, and then works fine. Upon another reboot however, it
goes BACK to IRQ 5 and causes a blue screen. I then need
to go back into safe mode and disable the device and start
the process over again.

Can anyone tell me why this is happening and how I can fix
it?

Try going in to the system CMOS settings and assigning this value to the
network card. Windows should accept the value that the motherboard chipset
provides for the card, if you have the function to assign it. Try "PCI
Configuration" or similar.
