I have a toshiba laptop running windows 98 and it recognizes the IRDA
and let's you use it as a com port, COM4.

I also have a toshiba laptop running windows XP and it recognizes the
IRDA port, but it seems to only be allowed to be used for networking
and perhaps connecting to certian devices like phones and printers.
How do I set it up to act like a com port like my windows 98 machine?

I depends. What type of peer device do you wish to talk to? If the
communication is over IrCOMM --where COM4 was the IrCOMM Virtual COM
Port in '98-- then see Q14

If you want direct access to the physical IrDA device on the laptop's
motherboard then things are more difficult... See Q29 and Q19.1 in the
FAQ and the stuff at the tail of the "uses" document.
