IPSEC Policy Agent not starting

Hi,

I am having a problem with my IPSEC Policy Agent, it doesn't start. When
trying to start it manually, I get a warning message:
Couldn't start the IPSEC Policy Agent service on Local Computer. The service
did not return an error. This could be an internal Windows error or an
internal service error. If the problem persists, contact your system
administrator.

Event Viewer Properties shows:
IPSEC PolicyAgent Service: Ipsec Driver failed to start. Followed by IPSEC
PolicyAgent Service couldn't be started:Oakley failed to start.

How can I fix this without having to reinstall my OS? I need this to work,
before I can use the IPSEC policy.

FYI:

I actually I got it started. I uninstalled TCP/IP and reinstalled and the
IPSEC Policy Agent was started after that.

Hi Boyd,

The latest things I installed were NMapWin and VNC Client and Viewer. My
server is just a test server and I just now for the first time tried to use
IPSec for the first time. So I don't really know when IPSec Policy Agent
started to have problems. I also have BluesPortScan installed I just
remembered.

Now I have another problem. I configured the server as an IPSec client to a
Linksys using the instructions from this link
http://www17.tomshardware.com/network/20030904/index.html

The W2k reports Negotiating IP Security over and over again when pinging the
LAN IP of the Linksys, but never gets a reply. The Linksys log shows in its
Incoming Table: Source IP (My W2k IP address) with Destination Port Number
500. When the Linksys starts the connection it gets in the log NO PROPOSAL
CHOSEN **Check your Encryption and Authentication method settings!.....
However, everything seems to match.
