IPHLPAP.DLL error message

Help please.
I run go old faithful windows 98. I use Benq S2W4300U/3300U Scanner.
Driver file c:\windows\system32\drivers\usbscan.sys.
Provider: not available
Suddenly I received the error - IPHLPAP.DLL cannot start. This occurred when
I tried to operate the 'scan' button within Photo Editor.
I tried to operate the scan button directly from the desk top. Nope
nothing - as quiet as night!!??
I am as dumb as..... when it comes to this type of thing so I will need
careful instructions if any good sole can assist me.
