IP Addresses are restricted

I have been getting this error on all clients since last week. Its MS Proxy
2.0 on Windows 2000 Server SP4. I know its a config issue, but I can't find
where it is. this is for internal and external sites.

Any ideas?
 
Eoin,

I think this issue is caused due to some wrong configuration of IIS. In
order to resolve this issue, please reconfigure the IIS server and check if
the problem exists.

I've been through the config numerous times and can find nothing wrong.
Maybe I can't see the wood for the trees, but it does seem to be ok.
