IP Address Name Resolution

I am trying to setup a network with Windows 2000 server.
When I do a tracert on a computer name, it looks for an ip
address of 10.10.10.10 for the computer, however the
computers ip address is 10.10.10.3. Is there a table that
associates computer names with IP addresses in Windows
2000 Server?
 
You check the hosts or LMhosts file entry table or send more information such as whether DNS or WINS is being used???
