IP Address Issue

I have a strange issue hopefully easy to fix. I will try
to explain the best I can.

I have a PC which I built for my cousin(Windows XP Home).
Everything loaded perfectly. I hooked it up to my private
LAN at my home and downloaded all the fixed/updates off
the web. Shutdown the machine and my cousin took it off
to college. When he got there he plugged into the campus
LAN and it won't give him an IP address???? I did not use
static IP's. I have a linksys router at my home running
DHCP. I have tried rebuilding the TCP/IP stack using netsh
shell with no luck. The campus says the connection to
their LAN is good.

Any Ideas?

On my campus the machine's hardware address (eg, aa:bb:cc:dd:01:21) must
be registered with the IT Dept before they'll assign IP addresses.

There's probably some website on the campus network that explains the
whole process. For us, the students fill out an online form and submit
it. Takes a few minutes to a couple hours before you can get assigned an
IP address.

If you can get an ipconfig /all from his machine, or any
error messages that it throws up, this might help to
narrow down the cause.
