ip address conflict

I am getting a ip address conflict at work on a laptop. i do a continual ping
on this ip address from another computer and when i disable the laptop card
it still keeps pinging. Then on the laptop i do a ipconfig /registerdns and
then disable the card then the continual ping will start doing a reguest
timed out since i did the registerdns and disabled the card but if i leave
the card disabled after about 2 minutes it will start pinging again and the
card is still disabled. We have looked in dhcp to find out what computer
would be using the ip address and the only computer that shows that its using
it is the laptop computer. I am trying to figure out what is using the
ipaddress. I try doing a nbtstat -A "ipaddress" and it comes up with "host
not found". I try at the run doing a \\ipaddress and that does not work. I am
sure the mistery ip address is static since its not showing in dhcp so how do
i figure out what the mystery ip address is

Try AngryZiber IP Scanner and / or SoftPerfect Network Scanner, which will give
you a MAC address and more.

I already have tried angry ip scanner. I tried the other and i did not help
out either. It does not give me the mac address or the computer name ( thats
if it is even a computer ) or anything

I got the mac address of the device that keeps conflicting with me through
event view. This ip address conflict the device is not necessarily a
computer. Is it possible to find out what the device is by the mac address ?

What is selected under Options - Select Columns (Angry) or Options - Program
Options (SoftPerfect)?

No, but you can determine who made the ethernet interface card. Knowing
this may or may not help
