Invite appears one hour later at recipient's machine

Igot an Exchange server 2003 with SP1 running in a cluster active active, I
manually set the time in all servers and the daylight saving time option is
unchecked, when I send an invite to soemone outside my domain, he receives
the appoinment scheduled to one hour later, when the same people sends me an
invite, I receive it one hor early. Has someone seen an issue like that ??

Has everyone checked their own system for:

System date/time/time zone
Outlook calendar time zone?

Remember, if someone changes the time zone, appointments created after that
will be fine, but older ones will shift by an hour. I once found an app to
help with this but can't remember it now- the MS workaround is to export the
calendar to PST, empty the calendar, change the settings, and import/move
the items back into the real calendar. www.slipstick.com may help.
