Invisible Taskbar and Icons

I turn on the computer, everything looks normal and when i get to my
wallpaper i see the taskbar and icons show, but only for 10 seconds then they
go away to become invisible.......... i cant even right click or
anything..All it does is show my wallpaper...plz help me find a way to fix
this problem..
