invisible desktop items

i was troubleshooting a desktop that had lost its desktop items (i.e., no tool bar, no recycle bin, no my documents...etc). i tired to refresh screen and also tried to utilize the "lastknowngoodconfiguration". how do i fix and what causes this to happen
