invalid cabinet.dll

when i try to install something, the installshield(or
wizard) pops up and after running a bit, it stops and
says something like "C:\Windows\System32\Cabinet.dll is
an invalid windows image". can anybody help me?

this happens when i try to install a driver, and a game.
