'Invalid BOOT.INI, Booting from C:\WINNT'

This message recently began to appear on startup. There is
no boot.ini file in evidence on the system. Should there be
one, and if so, how do I restore it? - Or is the message itself
indicative of some other problem?

Every system should have a file c:\boot.ini. It's usually hidden.
Here is a typical example:

[Boot Loader]
Timeout=3
Default=multi(0)disk(0)rdisk(0)partition(1)\WINNT
[Operating Systems]
multi(0)disk(0)rdisk(0)partition(1)\WINNT="Microsoft Windows 2000
Professional" /fastdetect
