If you are using a dial up connection, you are only closing Internet
Explorer by clicking on the red X. You still have to manually disconnect
from the internet. There is a way to set dial-up networking to pop up a
window that asks if you want to "disconnect now". Unfortunately it has been
so long since I have used dial-up that I do not remember where this setting
is.

Control Panel|INTERNET OPTIONS|CONNECTIONS tab. Click on SETTINGS, then
on ADVANCED. Put a checkmark in the "disconnect when connection is no
longer needed" box.
