internet translation

How do i translate text on the internet in windows xp. I have dont it before.
What i remember doing before is going to internet options - languages and
then adding the language that i want to be able to translate from. Then i am
notforsure if i have to delete the temperary internet files and history so
the webpage will not be cached but i did this and i still can not get it to
translate. can someone tell me how to have windows xp translate it for me. I
dont want to go to an internet translator because they do not work that well
and it just takes to much time. thanks
 
The option you comment does NOT translate any web page. It is only useful when a website contains information in several languages and you want to display the content in another language, not the default one.
