Hi,
If Safe Mode allows access to the internet, another program which is loading
and running, is causing the problem.
If using XP SP2, go to IE> Tools> Manage add-ons and disable add-ons to see
if one of them is casing the problem. If not using SP2, try BHODemon 2.0
from
http://www.definitivesolutions.com/bhodemon.htm The offender may simply be a
BHO.
Then you will want to run Ad-aware, Spybot and (if running WinXP) MS
Anti-Spyware (Beta.)

You may have to post a HijackThis log to one of these forums for additional
help. Look for the proper forum and an "Important- Read This First" message
so that you follow proper procedure.

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, security,
toolbars and other add-ons for IE, anti-virus, etc. Take a look at any
program that might be interfering with IE. You may have to reinstall, or not
reinstall, a program.

Hope this helps,

connect in normal mode but will access internet in safe mode, cleaned winsock
with winsockxpfix, didn't work. ipconfig shows good ip from isp in normal or
safe mode. hosts file has not been corrupted.
