Internet Shortcuts

I have Internet Shortcuts on my computer. If I open them while Internet
Explorer is completely closed, they open in new windows (of course), BUT if
I already have Internet Explorer open, the shortcut opens in place of
whatever I'm already viewing. Is there any way to configure Internet
Shortcuts to always open in a new window?

Tools | Internet Options | Advanced
Uncheck "Reuse windows for launching shortcuts".
