Internet options tab

I can't launch the internet options tab within IE6.0.
When I go to tools/internet options/ is just flashes and
disappears.
 
Control panel > internet options

When did the problem begin? If you run XP, did it begin
after upgrading to SP2?

Does it happen in safe mode?
