Internet Options Restricted

when I go to tools and Internet options I get an error
meassage that tells me:
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.
The account I am under is the system administrator and I'm
not sure what is wrong. What sttings and where could be
causing this. Thank you

Are you on the company PC's? If so, the settings for that
User are not allowing that userID to update.
