The same thing happened to me. I just posted the same

Just figured it out. Went back a few pages in the
newsgroup and somebody had the fix. It worked for me.
Here it is:

I looked a page back in this forum & founds the answer.
Start-Run-Regedit
Go to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel
Change value to 0 for General Tab & Program Tab.
Both tabs came back immediately.

(to change the value that he's talking about, you have to
right click the General Tab and Program Tab and then
click "Modify". Good luck)

In most cases an entry added to the Registry is generated by spyware that is
preventing you from making the desired change(s). You really need to check
your system with either Ad-Aware or SpyBot (see below), then finish up with
HijackThis!. Visiting the SpywareInfo forum to finish cleaning up your
system is highly recommended, as neither Ad-Aware or SpyBot can no longer
*completely* remove these pests.

Sign in, go to the "Spyware and Hijackware Removal" section.
Press "New Topic", copy and paste hijackthis.log into your new message.
