If by lag, you're referring to communications with a central server,
you can run the Wireshark program, to track all the packets sent and
received. If you see a lot of duplicated packets or [RST] packets,
the problem could be Internet related.

The first article says the game uses DirectDraw. Go to Start:Run and
execute "dxdiag", to start the DirectX diagnostic program. See if
everything there looks OK. That would only apply, if you thought the
graphics part of the game was slow. If the lag is network related, then
look more at how your networking is set up.
And it doesn't have to be your problem. Your ISP and their deep packet
inspection, can be used to screw up Internet traffic. ISPs have already
been caught, inserting [RST] packets to cause client connections to
drop. So the problem doesn't have to be inside your computer. It can
be elsewhere.

And if you're using wireless equipment, try a cabled Ethernet connection
instead.
