Internet Explorer favorites are in Documents and
Settings\username\Favorites. I'm unaware of an "explorer personal address
book" but if you are looking for your Address Book in Outlook Express just
do a search for *.wab files. Typically its default location is Documents
and Settings\username\Application Data\Microsoft\Address Book.
