internet explorer

I cannot get on explorer, but Netscape is OK. Message reads cannot find
site, I am also getting messages in other programs stating msls31.dll is
missing. I have searched for dll in windows system and it is not there. How
can I get explorer to work and how do I find msls31.dll?
