From the Start/Run applet run MSCONGIF
Under the StartUp tab is Iexplore.exe set to start?

Look also in the SYSTEM.INI section.
Under Boot look for
shell=explorer.exe

if you have it set to shell=explorer.exe iexplore.exe then remove
iexplore.exe

Run sysedit.exe and change the line to shell=explorer.exe
Save and reboot.
