Since moving to XP Pro, when I right click on a link in IE and then click on
open in new window, the new window never opens maximized. It always opens
as a small window which I then need to expand or maximze.

How do I get it so that all windows open maximized?

Open one of those windows, then grab the edges with the mouse and expand
it to the size you want. Don't use the maximize button. Then close it
by choosing file | Close, not the X button.

It should remember now, but it takes it's memory from the last opened
window so if something pops it up in a small window you'll be back to
resizing it.
