I have repeatedly sent error reports when I receive the
error message, "internet explorer has encountered
problems and will shut down", but the errors persist.
Language is correctly set up on my computer. What other
problems could be the cause?

try:-
Start>Run>SFC /scannow>ok
Note that you may be prompted for the Windows XP or Windows XP Service
Pack 1 installation media.
Visit Windows Update site and get your system updated
scan your system with latest virus definitioned antivirus,spybot search
and destroy as well as with adaware.
If fails:-
