Internet Explorer won't start

Here's my problem. When I double-click on the Internet Explorer icon
anywhere on the computer, the mouse cursor changes to an hour glass, as if
the program is loading, then it's back to the arrow and IE doesn't load.
I've even shut down all antivirus and firewall programs. I've even tried to
repair, uninstall/re-install IE 6, and still nothing. Netscape 7.1 works
just fine. Any help would be appreciated.

Computer specs:
Windows XP Home
Pentium 4 1.59 GHz
256 MB RAM
 
could be spyware. go to control panel/internet options/
advanced tab. Untick the box for "enable 3rd party
browser extensions" and see if this allows You to open IE.

If so, use adaware or spybot to clean your system, then
re-enable "3rd party browser extensions"
