Internet Explorer wont start

When I try to start IE it gives outline of screen then hangs and gives Microsoft Internet Explorer has encountered problems and will shut down. I cannot get that error message to quit and it keeps trying to open screen. Only way out is to reboot. IE will open in safe mode, however. Outlook Express works in both normal and safe modes. Please help.
 
Do you have the option to repair Internet Explorer in Add/Remove Programs?

If not, have you tried a re-install (don't forget to switch off stuff like
your anti-virus prog while you are installing).

If you go to Programmes, Accessories, System Tools, Systom Information you
may have an entry for Internet Explorer. If you have, look in File Versions
and see if any files are missing. (I don't if this means much since I have
several files marked as missing and yet my Internet Explorer works fine).

I did have a lot of trouble with IE on my older PC when I was using a
particular brand of mouse (Genius). It just didn't like the software. Have
you added anything new to your PC?
