Internet Explorer won't let me log into Hotmail on this PC

When I try to log into Hotmail (just on this PC) I get the following error which goes like..

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings

and below that is the usual blah blah that you get when your unable to access a site

It does this for any other e-mail account I try to access. I tried minimizing the security to the minimum levels but it still doesn't work

Has anyone else had this problem? Does anyone have a solution to it
