Internet Explorer will not start

IE V6 with all updates
Running on Server 2003 with all SP and updates
Terminal Services and Citrix running on this server
When anyone, including administrator, clicks on IE icon, the hour glass
appears for about 5 seconds then disappears. No message - No IE. Just goes
back to desktop.
Discovered this about 2 weeks ago. I finally installed Firefox as a work
around. It works fine. Still can't get IE to run.
