Internet Explorer was not able to open this internet site

I receive the message “Internet Explorer was not able to open this internet
site†when I attempt to download clipart from the Microsoft site the details
are “rmat=CIL&CTT&rnd=717388405 from Office.Microsoft.comâ€. I have tried
this with other sites and have had essentially the same results.

I am running Windows XP with SP2. I have Norton Internet Security installed
and have disabled Windows security as instructed by the Windows security
manager.

I tried this with Norton Internet Security disabled and had the same result.

FTP works, I ran the suggested exercise:
ftp ftp.w3.org
anonymous
any password
ls
quit

It does not work when Use Passive FTP is not checked in the Internet
Explorer >Tools > Internet Options > Advanced tab

It also does not work when: Tools >Internet options > Advanced tab
Put a check mark next to: Use Passive FTP
Put a check mark next to: Enable Folder View of FTP sites.
