Hi,
First, turn the Windows Firewall back on. It only blocks incoming traffic.
You don't want to have XP on the internet without a firewall.

Try:
A complete shutdown for about 5 minutes- computer(s), modem, router-
everything.

Log on as an administrator.
From Start> Run, type cmd, and then click OK.
At the command prompt, type the following, and then press ENTER:
netsh Winsock reset

Open a Cmd window (or from Start> Run) enter
ipconfig /flushdns
Then restart.

Delete the Temporary Internet Files *folder* and the History *folder*. See:
http://mvps.org/winhelp2002/delcache.htm

You may have to do a more thorough search for malware. Try CWShredder,
Ad-aware, Spybot and the other programs listed and explained at
http://mvps.org/winhelp2002/unwanted.htm Also note the security tips on that
page.

is there a way to re-install IE?

Yes, but there is very little chance it will fix your problem:
How to Reinstall or Repair Internet Explorer and Outlook Express in Windows
XP
http://support.microsoft.com/?kbid=318378
Make sure your anti-virus is turned off.
The section
Windows XP and Windows XP SP1: Edit the registry and install Internet
Explorer 6
works on earlier versions of Windows.

Dunno if file oleaut32 has become corrupt or a recent program load may have
overwritten it?
IE6 needs oleaut32.dll version 3.50 to run, I believe ... the following may
help:-

~~~~~~~~~
1. Click Start, and then click Run.
2. In the Open box, type: regsvr32 urlmon.dll
3. Click OK, and then click OK again when you receive
the following message:
DllRegisterServer in urlmon.dll succeeded.
.........
You can also try this:-
- Go to Start/run, and type "msconfig".
- Choose "Expand File" in bottom right hand corner.
- Type oleaut32.dll, not worrying about its location.
- In 'Restore From', type or browse for the file's location, which
is probably the i386 folder of your installation CD-ROM
or the Windows\i386 folder on your C: drive, as the case may be.
- In 'Save File In', type C:\Windows\System32
- Click OK ...
... msconfig looks for the file, saves it as you requested and then tells
you
that 'the file has been successfully extracted'.
You may need to reboot.
